Capital Assets Planning Committee
With annual operating expenses that exceed $85 million and an inventory of facilities valued at over $450 million, the Division of Student Affairs has oversight responsibilities for a significant portfolio of capital assets which are utilized to provide specific student service functions. In addition, the Division also has day-to-day responsibility for other capital assets including a small fleet of vehicles, a variety of computer equipment, and specialized technical equipment that supports student media, large entertainment events, medical service provision, and other activities.
Despite the important investments of UConn 2000 and 21st Century UConn, significant issues remain with respect to depreciation and deferred maintenance of these capital assets. The University has identified the development of a planning process to address these needs as an important institutional priority.
Accordingly, a Student Affairs Capital Assets Planning Committee (SACAP) is being appointed by Dr. John Saddlemire, Vice President for Student Affairs, and will serve in a supporting role to the department heads and management staff of the Division. The overall goal for this Committee is to fully utilize available resources to enhance and maintain the capital assets entrusted to the Division of Student Affairs. SACAP is thus charged with the following specific duties:
- Develop and maintain an inventory of the Division's capital assets.
- Create a process for prioritizing deferred maintenance items, renovation and construction projects on a trimester planning cycle (e.g., fall, spring, summer) for review by the Division's department and management group.
- Create a process for receiving and recording capital improvement requests from Student Affairs departments.
- Generate and maintain a list of long-term deferred maintenance and other needs using the prioritization process listed above on an annual basis.
- Prioritize recommendations for annual construction and/or renovation projects to the Division's department head and management group.
- Supervise and coordinate all major internal construction and renovation projects on behalf of the Division with UConn Facilities staff, the University Architect, and various contractors as necessary.
